I guess the only explanation is that the stock of bottled water just barely fit. Without and Shelf Edge Productstops or Fencing, look close to see some bottles were tied and Bungee Corded in place. I am sure you could remove a bottle from above or slip out below. But once extra shelf space and cord slack is introduced, you better hope that these truly are Bungee Cords that would tighten to hold everything in place again. Final safety factor: they all seem to be plastic bottles so little chance of smashing when these hit the floor, as I bet they will.
