No the shopkeep won’t be the one who shoos you away, the police themselves are in charge of making sure not one person lingers in this location. In some locales being a gathering spot is good for business. In others, the hangers-on are miscreants and bad for sales. I would err on the side of inviting gatherings of a good natured sort. A grumpy store manager can manage purely juvenile (though not criminal) trouble makes. What is your store pilocy?
