Plug-In Hook for Faux Finish

I’m not sure if this is a new Plug-in Hook Technology or a Jury Rigged false alarm. The Hooks resisted removal or push-through, and the holes dig exhibit some degree of finishing. But the tolerancing and Faux finish wall construction implied this might be a more impromptu solution. CLICK thumbnail for details. What do you suppose the use of the second hole is?
