This three-high construct is a Pick Card triple play. Each successively higher tier allows the next Pick Card offering to present itself. But displayed “cheek-by-jowl” like this is so visually busy to be distracting. Many similar colors (see that private brands echo and mimic the brand names) and multiplicity of Pick Cards for different size packages make shopping a challenge. Sometimes “negative space” actually helps the presentation. It would be interesting to compare shopper satisfaction to a display with channels of space between Pick Cards … either by rack or Pegboard presentation.
