Primitive C-Channel Simplifies

Is this a cost- and material-saving simplification, or primitive step in the evolution of C-Channel label holders? It does seem elemental, deconstructionist and minimalist in configuration. But this Hinged Loop Hook Strip Merchandiser was discovered in Gift Card use at an advanced electronics and appliance retailer. Unlikely that it is left over from some early epoch in merchandising.
