Winter Mannequin or Merchandise?

At first I was not sure if this was the mannequin’s face or actual winter merchandise. I’m still not sure, but I think it a girls cap that must roll up away from face and eyes. Or maybe this face is to be worn toward the rear? Whatever the answer it is a merchandising traffic stopper, and a fun cold weather headgear display.
